Snow Emergency & Snow Removal - Annual Notice

Snow Emergency: Under Chapter 69 of the Municipal Code, Section 69.13 “No person shall park, abandon or leave unattended any vehicle on any public street, alley, or City-owned off-street parking area during any snow emergency proclaimed by the Mayor, unless the snow has been removed or plowed from such street, alley or parking area and the snow has ceased to fall.  A snow emergency parking ban shall continue from its proclamation throughout the duration of the snow or ice storm and the 48-hour period after cessation of such storm except as above provided upon streets which have been fully opened.  

Snow Removal from sidewalks:  Under Chapter 136 of the Municipal Code, Section 136.03 Central Business District: In the Central Business District the owner of the property which abuts a public sidewalk shall: Remove any accumulations of snow and ice from the public sidewalk within five (5) daylight hours after a snowfall, ice storm or other weather event has ended.  Removal shall take place over the full width of the public sidewalk.

Other Areas:  In all other areas of the City the owner of property which abuts a public sidewalk is responsible for the removal of snow, ice, and accumulations from the public sidewalks within thirty-six (36) hours after a snowfall, ice storm or other weather event has ended.  Snow, ice and accumulations shall be removed from at least a three (3) foot width of the public sidewalk. 

In all areas of the City it is the continuing responsibility of the abutting property owner to maintain the sidewalk in a condition safe for the passage of pedestrians. The sidewalk shall be free of any accumulations of snow and ice which may have resulted from ordinary thawing, freezing, plowing of snow, or drifting of snow. The accumulations of snow and ice may or may not be directly related to or resulting from a recent major storm or weather event.  If a property owner does not remove snow, ice or accumulations within thirty-six (36) hours, the City may do so and assess the costs against the property owner for collection in the same manner as a property tax.
