The City Hall is located at 927 4th Ave in the Community Center Building. Regular working business hours are Monday through Friday from 7:00 a.m. to 4:30 p.m.

The City of Grinnell's form of government is Mayor-Council with an appointed manager form of government. The City Council consists of six members (two members elected at-large and four members elected by ward) and a Mayor elected at-large. The City Council Members serve terms of four years and the Mayor serves a term of two years. The Mayor is not a member of the Council and does not vote on any issue. The Mayor is responsible for appointing the position of Mayor Pro-tem.

The Mayor does keep regular morning office hours in City Hall; however it is best to schedule an appointment if you would like to speak with him.

The City Manager is the Chief Administrative Officer for the City of Grinnell established by City Code Chapter 2, Article III, Section 2-111. The City Manager is appointed by a majority vote of the City Council. The City Manager's responsibilities include supervising the enforcement and execution of the city laws, recommending measures as may be necessary or expedient for the good government and welfare of the City, and the general supervision and direction of the administration of the city government. The City Manager is directly responsible to the City Council for the administration of municipal affairs as directed by the Council in addition to supervising the direct and official conduct of all officers, departments and employees of the City.

Pursuant to City Code, the office of the City Clerk is responsible for maintaining copies of all City ordinances, meeting minutes and all other records required by law. The City Clerk's Office manages all financial aspects of the City including the budget - management of all expenditures and revenues, annual financial report, accounts payable processing, and federal and state grants accounting and compliance; utilities - issuance of utility bills and collection of payment, payroll - issuance of the monthly and bi-monthly payroll and management of benefits and audits - to ensure financial compliance. The Clerk's Office is responsible for the preparation of Council Packets, and publishing notices, minutes and ordinances. The Clerk's office handles issuance of dog licenses, liquor and cigarette licenses, provides required services for city elections and is the custodian of the City Seal.

City Council Committees

FINANCE COMMITTEE - Wray, Bly, Burnell

The Finance Committee shall review and make recommendations to the Council on the annual budget, proposed expenditures, not budgeted, and financial impact of proposals made to the Council.

PUBLIC SAFETY COMMITTEE - Hueftle-Worley, Wright, White

The Public Safety Committee shall review and make recommendations to the Council concerning fire, police, ambulance, street lights, or other items directly related to public safety.

PUBLIC WORKS & GROUNDS COMMITTEE - White, Burnell, Hueftle-Worley

The Public Works and Grounds Committee shall review and make recommendations to the Council concerning street, alleys, sidewalks, the cemetery, parks, utilities, city-owned buildings and grounds and other items directly related to public works and grounds.

PLANNING COMMITTEE - Bly, Wright, Wray

The Planning Committee shall create or develop suggestions and ideas which when formulated could be referred to the Council or appropriate standing or special committee for review and recommendation. The Planning Committee shall meet regularly as determined by the Mayor.

OPEN MEETING REQUIREMENTS

Any governmental body, Board, Council or Commission must hold open meetings and make available a tentative specific agenda 24 hours in advance of the meeting. The agenda must be posted and delivered to the news media. Closed meetings are authorized in State Code Chapter 21 for specific purposes: 1) to review state or federal records which law requires be kept confidential; 2) to discuss pending or possible litigation; 3) current police investigations; 4) real estate transactions 5) union negotiations; and 6) evaluate competency of personnel, but only if the person in question requests a closed session. A meeting may be closed by a roll call vote majority of a quorum. The only subject to be discussed is the reason given for going into closed session and no final action or votes can be taken. Detailed minutes and a tape recording must be kept.

Remember:

1. If there is any doubt about a meeting being open or closed, keep it open.
2. Make proper 24 hour notification concerning meetings.
