Q. How do I avoid parking fines during times of snowfall?

A. Chapter 13, sec. 13-69 of the City Code explains parking regulations during times of snowfall.

Sec. 13-69.
Parking during snow emergencies.
No person shall park, abandon, or leave unattended any vehicle on any street, alley, or city-owned off-street parking area during any snow emergency proclaimed by the mayor unless the snow has been removed or plowed from such street or alley, and the snow has ceased to fall. A snow emergency parking ban shall continue from its proclamation through the duration of the snow or ice storm and the 48-hour period after cessation of such storm except as above provided upon streets, which have been fully opened. Such a ban shall be of uniform application and the chief of police or the chief's designee is directed to widely publicize the requirements, using all available news media in early November of each year. When predictions or occurrences indicate the need, the mayor shall proclaim a snow emergency and the police chief shall inform the news media to publicize the proclamation of the parking rules thereunder. Such emergency shall be extended or shortened when conditions warrant.
Provided that the foregoing prohibition shall not apply on those streets within the central business district where parking is prohibited from 1:00 a.m. to 5:00 a.m. These streets are more particularly described as follows:
1. 4th Ave., both sides, from West St. to State St.
2. 5th Ave., both sides, from West St. to Park St.
3. Broad St., both sides, from the railroad to 6th Ave.
4. Commercial St., both sides, from Broad St. to Main St.
5. Main St., both sides, from the railroad to 6th Ave.
6. Park St., both sides, from 4th Ave. to 5th Ave.
