Comprehensive Plan

Adopted in 2004 the comprehensive plan articulates goals, objectives, policies and a design for guiding growth and improving the physical aspects of the community.

Strategic Planning

The city council and city department heads hold a strategic planning session on a bi-annual basis. 

Capital Improvement Plan

The city council approves a flexible five-year schedule of physical improvements and large equipment purchases.

Housing Market Assessment

Real Property Research Group, Inc. performed a community-wide housing market assessment in 2020.
Iowa State University Extension and Outreach in partnership with Iowa Economic Development prepared a Rural Housing Readiness Action plan in 2022.

Form of Government

The City of Grinnell has a Mayor-Council with appointed City Manager form of government.

  • A Mayor and two council members elected by the city as whole (at large)
  • All council members to be elected to four-year staggered terms
  • Four council members elected by ward

As the policymakers, the City Council passes resolutions and ordinances, approves the budget, appoints citizens to advisory boards, and hires the City Manager who is directly responsible to the Mayor and City Council for the administration and implementation of policies, rules, and regulations directed by that body.
